Authorizes the Director of the California Department of Aging to provide grants to nonprofit organizations with experience providing culturally competent services to the lesbian, gay, bisexual, and transgender (LGBT) community, subject to appropriations.

Requires grant recipient organizations to provide outreach to elder LGBT veterans and refer them to appropriate service providers.

Requires grant recipients to provide training, outreach, and education to agencies and entities that serve elder LGBT veterans, including county veterans' service offices and congressionally chartered veterans service organizations.

Grants shall be awarded through a request for proposal process.
