AB 1566 Summary

• Extends the operation of licensing and registration fee provisions for renderers, collection centers, and transporters of inedible kitchen grease from July 1, 2015 to July 1, 2020, with repeal on January 1, 2021.

• Strengthens enforcement by requiring vehicles transporting inedible kitchen grease to display registration decals and business information on front doors, and authorizes peace officers to seize vehicles involved in theft or movement of stolen inedible kitchen grease for up to 15 days.

• Increases penalties for failing to maintain required records: first offense from $500 to $1,000, second offense from $1,000 to $5,000, and third offense from $2,000 to $10,000.

• Expands requirements for registration and licensing applicants, including new grounds for suspension or revocation of licenses and registration certificates, and establishes appeal procedures for denials, suspensions, and revocations.

• Requires possession of a manifest for all inedible kitchen grease being transported and prohibits taking possession of inedible kitchen grease from unlicensed renderers, collection centers, or unregistered transporters.
