Increases administrator certification requirements from 40 hours of classroom instruction to 80 hours of coursework (at least 60 hours in-person) and a state-administered examination of at least 100 questions, effective January 1, 2016.

Requires department to review and revise the state examination every other year by July 1 to ensure rigor and quality, and allow applicants to reference the California Residential Care Facility for the Elderly Act during the exam.

Increases direct-care staff training from 10 hours in first 4 weeks plus 4 hours annually to 40 total hours before independent work (including 6 hours dementia care and 4 hours postural supports), plus 20 hours annually (8 hours dementia care and 4 hours postural supports), effective January 1, 2016.

Applies dementia care training requirements to all residential care facilities for the elderly, rather than only those advertising special dementia care programs, requiring 12 hours initial dementia training and 8 hours annual dementia training for all direct-care staff.

Adds new training topics including medication management with antipsychotics, Alzheimer's disease and dementia care, managing physical environment, residents' rights, cultural competency for LGBTQ and underserved populations, and postural supports and hospice care.
