Removes requirement that applicants submit evidence of "reputable and responsible character" for members, shareholders, and facility administrators; instead requires disclosure of for-profit or not-for-profit status, names and license numbers of other facilities operated by the licensee, and names and addresses of real estate owners.

Requires applicants to disclose prior service in residential care facilities and similarly licensed facilities in California or other states, and their history of compliance with applicable laws and regulations; requires cross-checking with State Department of Public Health.

Authorizes the department to deny licensure or revoke licenses if the applicant knowingly made false statements on the application, failed to disclose enforcement actions, or has a history of noncompliance with facility licensing requirements.

Requires the department to post facility profiles on its website by July 1, 2015, including complaints, violations, inspections, and department actions; requires licensees to submit annual resident characteristic data upon completion of a new data system.

Requires the department to develop and implement a ratings system by July 1, 2019, to allow consumers to compare residential care facilities based on inspection results and other factors, while protecting resident and employee confidentiality.
