Mandates facilities respond in writing within 14 calendar days to written concerns or recommendations submitted by resident councils, and prohibits willful interference with council formation, maintenance, or promotion.

Requires facilities with resident councils and licensed capacity of 16 or more residents to appoint a designated staff liaison, provide meeting space, post meeting information, and inform new residents of council existence and meeting details.

Establishes family councils as meetings of family members or representatives of 2 or more residents in private without facility staff, with facilities required to respond in writing within 14 days to family council written concerns or recommendations.

Imposes daily $250 civil penalties for violations of resident or family council provisions, which are not subject to criminal prosecution but constitute violations of resident rights.
