AB 1573 Summary

• Requires development of the Student Achievement via Excellence (SAVE) accountability system by July 1, 2016, for alternative schools, continuation schools, community day schools, certain charter schools, and nonpublic schools serving high-risk pupils.

• SAVE scores shall be calculated based on three weighted categories: learning readiness, save rate, and academic achievement, with the Superintendent recommending and State Board adopting specific weights for each category.

• Learning readiness indicators include reduced suspensions, improved attendance and punctuality, and pupil persistence; save rate measures positive pupil outcomes including graduation, GED attainment, or reenrollment in traditional schools.

• Academic achievement indicators include state-adopted achievement measures, individual pupil growth models, grade promotion rates, course completion for middle school students, and credit completion for high school students.

• Full implementation of the SAVE accountability system begins with the 2016-17 school year, with schools in this system receiving API scores but excluded from API rankings.
