Prohibits state agencies from entering into personal services contracts that guarantee payment for services not provided or unduly restrict the agency's ability to act in the public interest

Prevents contracts that guarantee occupancy rates for private prisons, dormitories, or other contracted facilities

Bars contracts that penalize state agencies if contractors lose revenue due to natural disasters, emergencies, terrorism, or acts of nature

Prohibits contracts allowing fee or charge increases without state agency approval or increases made through non-public processes

Requires contracts for goods and services to not prevent state agencies from maintaining, improving, or building public infrastructure
