Extends the California Health Benefit Review Program and Health Care Benefits Fund until June 30, 2016 (previously set to expire June 30, 2015)

Expands the program's scope to assess legislation impacting health insurance benefit design, cost sharing, premiums, and essential health benefits under the California Health Benefit Exchange

Modifies analysis timeline to allow 60 days or a timeline agreed upon by the Legislature and the program, rather than a fixed 60-day requirement

Extends the deadline for the University of California to report on program implementation to January 1, 2016 (previously January 1, 2014)

Maintains annual assessment cap of $2,000,000 on health care service plans and health insurers to fund the program, and declares the act an urgency statute effective immediately
