Creates a single Veterans' Home Morale, Welfare, and Recreation Fund in the State Treasury to replace individual funds maintained by California's eight state veterans' homes.

Continuously appropriates all moneys in the fund to the Department of Veterans Affairs for resident welfare, including operations of canteens, hobby shops, libraries, entertainment, and recreational activities.

Requires the department to develop standardized expenditure procedures and regulations through a stakeholder process including residents, and provide quarterly reports to each home on fund expenditures.

Mandates the department submit annual itemized reports by August 20 to legislative committees and the Veterans' Home Allied Council accounting for all fund deposits and expenditures.

Maintains a $2,000,000 reserve in the fund and prohibits expenditures for medical treatments, physical plant maintenance (except capital improvements enhancing quality of life), or non-morale/welfare/recreation activities.
