Requires school districts using Leroy F. Greene School Facilities Act funds or future state school bonds for projects of $1,000,000 or more to impose prequalification questionnaire and financial statement requirements on contractors and electrical, mechanical, and plumbing subcontractors for leased building construction agreements.

Mandates that prequalification questionnaires and financial statements be verified under oath and establishes that districts must adopt a uniform system for rating bidders based on these documents.

Requires school districts to establish a process to prequalify contractors and subcontractors on a quarterly or annual basis, with prequalification valid for one calendar year from initial approval.

Provisions apply only until January 1, 2019, with new operative versions taking effect on that date without the prequalification requirements.

Does not require state reimbursement for costs related to crime or infraction changes under Section 17556 of the Government Code, but authorizes reimbursement for other mandated costs under Part 7 of Division 4 of Title 2 of the Government Code if determined by the Commission on State Mandates.
