Requires the Controller to include the name, source of authorization, and account balance for all bank accounts and savings and loan association accounts outside the treasury system in the annual budgetary-legal basis report.

Mandates that state agencies receiving revenues under cost recovery statutes must deposit those revenues into the State Treasury and account for them to the Controller.

Applies to accounts established under any source of authorization and ensures greater transparency in state fund reporting.
