Requires contracts to include protections such as statements that pupil records remain the agency's property, security procedures, prohibition on use of information beyond contract terms, and procedures for parental review and correction of records.

Mandates contracts prohibit third parties from using personally identifiable information for targeted advertising and requires procedures for notifying parents or guardians of unauthorized record disclosures.

Allows pupils to retain possession and control of pupil-generated content and transfer it to personal accounts; exempts pupil-generated content from data deletion requirements if the pupil maintains a separate account.

Makes contracts void if noncompliant parties fail to cure defects upon notice, requiring return of all pupil records to the local educational agency; exempts existing contracts in effect before January 1, 2015 until expiration or renewal.
