Allows military or overseas voters who provide an email address to request standing delivery of ballots for all elections in their eligible jurisdiction, rather than limiting the request to elections through December 31 of the following calendar year.

Requires elections officials to provide electronic ballot delivery to military or overseas voters who make a standing request for all applicable elections in their jurisdiction.

Establishes a state-mandated local program requiring elections officials to implement the expanded electronic ballot delivery system.

Provides that if the Commission on State Mandates determines costs are incurred, reimbursement shall be made according to Government Code Part 7 procedures.
