Requires the State Department of Public Health to submit a report to the Legislature by December 31, 2015, on progress implementing evidence-based diabetes prevention and management strategies, including yearly expenditures and coordination with the State Department of Health Care Services.

Mandates the report include the annual Federal Centers for Disease Control and Prevention progress report on diabetes activities, funding sources directed to diabetes programs, and actionable items to help attain goals in the California Wellness Plan for 2014 and Diabetes Burden Report.

Directs the State Department of Public Health to include guidelines reducing the fiscal burden of diabetes in the Diabetes Burden Report, due by December 31, 2014.

Authorizes the State Department of Public Health to issue updates to the report in future years as necessary and requires posting the report and updates on its Internet Web site.

Takes effect immediately as an urgency statute to combat diabetes and reduce the fiscal burden to the state.
