AB 1594 Summary

• Requires the Department of Resources Recycling and Recovery to include a status update on funding adequacy from the Integrated Waste Management Fund in its annual report by March 1, 2015, and may recommend alternative funding mechanisms.

• Commencing January 1, 2020, green material used as alternative daily cover at landfills no longer counts as diversion through recycling and is considered disposal for diversion requirement purposes.

• Requires local jurisdictions to report by August 1, 2018, on how they intend to address diversion requirements and divert green material being used as alternative daily cover.

• Requires jurisdictions that cannot meet diversion requirements due to the green material change to identify barriers to green material recycling in annual reports and include plans to address those barriers by January 1, 2020.

• Commencing January 1, 2020, green material used as alternative daily cover is exempt from the quarterly disposal facility fee imposed on solid waste.
