Require printed vote by mail applications that allow mailing to inform voters of the elections official's address and specify that address as the only appropriate destination for mailing the application.

Clarify that this requirement does not prohibit individuals, organizations, or groups from collecting or receiving vote by mail applications through means other than direct mail to their own address.

Amend Section 3006 of the Elections Code to establish new notification requirements for vote by mail ballot applications distributed to voters.
