Eliminates the exemption for horses and other Equidae moved from California to another state for no more than 14 days, requiring all such animals to comply with health certification and disease testing requirements upon entry into the state.

Extends the repeal date of the industry-funded standardization program for fruits, nuts, and vegetables from January 1, 2015 to January 1, 2020, allowing the program to continue assessing fees on containers of these commodities.

Nursing foals less than six months old accompanied by a negative dam and horses or other Equidae consigned for immediate slaughter remain exempt from equine infectious anemia testing requirements.

Specifies that no state reimbursement to local agencies or school districts is required because any costs result from creating or changing criminal penalties, which are exempted from reimbursement obligations under the California Constitution.
