Requires the Curriculum Development Advisory Committee to consult with the Commission on Peace Officer Standards and Training when developing terrorism awareness and first responder response training curricula.

Mandates that Emergency Medical Services Authority training standards include criteria for coordinating between different responding entities during terrorism incidents and active shooter events.

Requires the Interdepartmental Committee on Emergency Medical Services to consult with the Commission on Peace Officer Standards and Training regarding integration and coordination of emergency medical services with peace officer training.

Authorizes Special Weapons and Tactics (SWAT) guidelines and training standards to address tactical casualty care and coordination with emergency medical services providers.

Defines "active shooter incident" as an event where an individual is actively engaged in killing or attempting to kill people, and includes it within the definition of terrorism incidents requiring first responder training.
