• Changes terminology in special education facilities provisions from "mildly/severely mentally retarded" to "mildly/severely intellectually disabled"

• Requires history-social science curriculum framework to integrate civics learning content across all grades and include voter education information at the high school level, with input from civics education experts

• Modifies school district reorganization procedures to require county committees to conduct hearings within 45 days before school year end and order territory annexation at least 30 days before year end, with effective date of July 1

• Authorizes release of free/reduced-price meal program eligibility information to the Superintendent for local control funding formula calculations and to other educational agencies serving pupils in the same household

• Extends early literacy assessment administration period for kindergarten and grade 1 pupils to July 1, 2017, and modifies special education insurance reimbursement procedures to require written parental consent before accessing public benefits or insurance
