Requires the Department of Transportation to authorize placement of vending machines in safety roadside rests and give preference to vendors operating under the Business Enterprises Program for the Blind.

Prohibits the department from being reimbursed for utility costs (electricity, water, sewage, and similar services) incurred by blind vendors and requires the state to pay these costs using state funds.

Allows the department to determine which roadside rest areas are suitable for vending machines, their appropriate locations, and to approve shelter or structure designs.

Requires the department to be reimbursed for all other maintenance, operations, design review, and related activities from revenues derived from vending machine operations.

Directs all money received by the department from vending machine placements or income to be transferred to the State Highway Account.
