Establishes the Outdoor Environmental Education and Recreation Program in the Department of Parks and Recreation to increase outdoor recreation and educational access for underserved and at-risk populations through grants to public entities and nonprofit organizations.

Creates the Outdoor Environmental Education and Recreation Fund in the State Treasury, to be capitalized with General Fund appropriations and private donations accepted by the Director of Parks and Recreation.

Requires the Director to develop program components including grant award criteria and prioritize funding for programs serving at-risk youth, demonstrating partnerships, promoting healthy lifestyles, aligning with state science and Common Core standards, and including service learning components.

Designates the California Environmental Education Interagency Network as an advisor to the Director in developing program components and establishing eligibility criteria.

Requires the Director to submit a report to the Legislature by January 1, 2016, on grant award criteria and funding availability; this reporting requirement expires January 1, 2019, unless extended by later statute.
