Requires that all accessibility options advertised on the Office of Administrative Law's Internet website under the "accessibility" link be made available to the public free of charge

Specifies that frameless, text-based interface options provided pursuant to federal accessibility regulations must be available at no cost

Maintains existing requirement that the Office of Administrative Law provide the full text of the California Code of Regulations on the Internet free of charge as of July 1, 1998
