Mandates EBT systems notify recipients when service outages exceed one hour between 6 a.m. and midnight, and inform consumers where they can withdraw benefits without fees or surcharges.

Requires EBT systems for CalWORKs benefits to be designed with minimal or no-fee access options for cash withdrawals and requires counties to inform recipients of available delivery methods, associated fees, and fee-avoidance strategies.

Establishes requirements for child support direct deposits to prepaid card accounts, limiting deposits to "qualifying accounts" that meet FDIC insurance protections and prohibit automatic overdraft features, effective January 1, 2015.

Requires the Department of Social Services to implement provisions through all-county letters by April 1, 2015, with formal regulations to be adopted by October 1, 2016.
