Amends Section 827 of the Welfare and Institutions Code to clarify that persons authorized to inspect juvenile case files include those serving in similar capacities for Indian tribes, reservations, or tribal courts when the case involves a child who is a member of or eligible for membership in that tribe.

Extends case file inspection access to tribal attorneys, judges, referees, hearing officers, probation officers, and law enforcement officers who are actively participating in proceedings involving Native American children.

Applies to tribal equivalents of court personnel, district attorneys, county counsel, school district superintendents, child protective agencies, and other specified positions already authorized to access case files under existing law.
