Requires the Emergency Medical Services Authority to utilize the California Emergency Medical Services Information System (CEMSIS) and adopt a single statewide standard for collecting prehospital care information compliant with National Emergency Medical Services Information System (NEMSIS) standards by July 1, 2016.

Mandates the authority to develop regulations and standards for electronic patient care record systems used by local EMS agencies and providers to ensure compatibility with CEMSIS, including data dictionaries and integration of first responder, transport, and patient outcome data.

Requires local EMS agencies to submit patient information to the authority in a timely manner using electronic transfer when available.

Makes the authority consult with stakeholders including air ambulance providers in developing standards and CEMSIS compatibility requirements.

Provides that all provisions and regulations shall be implemented only to the extent that funds are appropriated in the annual Budget Act, with state reimbursement to local agencies for mandated costs as specified.
