• Extends the self-generation incentive program's collection period through December 31, 2020, and administration through December 31, 2021, replacing the previous deadline of December 31, 2014.

• Requires the Public Utilities Commission to reduce total program allocation by 10% annually beginning January 1, 2018, through December 31, 2021.

• Limits program eligibility to distributed energy resource technologies that reduce grid demand, are commercially available, safely utilize existing transmission/distribution systems, and improve air quality by reducing criteria air pollutants.

• Requires the Public Utilities Commission to determine a capacity factor for each technology, update avoided greenhouse gas emissions factors by July 1, 2015, and review incentive levels annually to ensure funding goes to qualifying technologies.

• Mandates recipients of program funds provide relevant data to the Public Utilities Commission and State Air Resources Board and submit to onsite inspections to verify equipment operation and emissions performance.
