Requires registration services licensed by the Department of Motor Vehicles to provide customers with written disclosure that services described in Vehicle Code Section 11400 may be obtained directly from the department without additional fees.

Mandates disclosure be provided in writing for in-person services or in a conspicuous location on internet websites if services are provided online.

Applies to all customers except those of dealers or dismantlers who are obtaining transaction documents.

Violation of disclosure requirements constitutes a misdemeanor under existing Vehicle Code provisions.

Specifies that no state reimbursement is required for local agencies implementing this requirement as it relates to changes in crime definitions and penalties.
