Appropriates $500,000 from the Waste Discharge Permit Fund to the State Water Resources Control Board for the Greater Monterey County Regional Water Management Group to develop an integrated plan addressing drinking water and wastewater needs in the Salinas Valley.

The plan must identify disadvantaged communities without safe drinking water and recommend planning, infrastructure, and water management actions for affordable and sustainable solutions.

Requires the Greater Monterey County Regional Water Management Group to consult with the State Water Resources Control Board, State Department of Public Health, and representatives of disadvantaged communities during plan development.

Permits remaining funds after plan development to be used for assessment, feasibility studies, and implementation of projects or pilot programs testing feasible solutions identified in the plan.

Makes legislative findings that a special law is necessary for this appropriation due to the unique water quality needs of disadvantaged communities in the Salinas Valley affected by waste discharges.
