Adds Section 6027.5 to the Penal Code requiring the Board of State and Community Corrections to develop consistent data collection processes and analyze sentencing patterns across California.

Requires the board to establish a public database as a clearinghouse for all sentencing-related data and analyze sentencing disparities by economic and social class, state comparisons, and rehabilitation rates.

Mandates the board to issue recommendations for changes to the state's sentencing structure and submit them to the Governor and Legislature with its annual report.

Requires the board to publish a sentencing manual providing guidance to judges, prosecutors, defense attorneys, and the public on how sentencing works.

Specifies the board must consult with 16 stakeholders and experts including district attorneys, public defenders, judges, law professors, criminal justice researchers, and state officials in implementing these provisions.
