Requires the division to include a clear warning on initial penalty notices about reinspection for failure to submit required abatement statements and potential additional monetary penalties for failure to abate.

Prohibits the stay or suspension of abatement requirements during appeals of citations classified as serious, repeat serious, or willful serious violations unless the employer demonstrates that a stay will not adversely affect employee health and safety.

Requires employers requesting a stay or suspension of abatement to file a written, verified petition with supporting declarations within 10 days after issuance of the appeals board order or decision.
