Removes the prohibition on unemployment benefits for non-teacher, non-researcher, non-administrator education employees of public schools between academic years, allowing them to receive benefits during breaks.

Eliminates special procedures and restrictions that previously applied to classified school employees seeking retroactive unemployment benefits between academic terms.

Repeals Sections 1451 and 1453 of the Unemployment Insurance Code, which previously authorized payments to classified school employees at specified schools between academic terms.

Adds new notice requirements for educational entities to inform classified employees within 30 days before the end of an academic year whether they have reasonable assurance of reemployment for the next term.

Expands access to the Unemployment Insurance Fund by allowing more education employees to receive benefits, which requires an appropriation.
