Removes mandatory sex offender registration requirement for sodomy, oral copulation, and sexual penetration offenses when the offender participates with someone under 18 years old, or when offender is over 21 and participates with someone under 16 years old

Creates new Penal Code Section 288.6 making it a crime to contact or communicate with a minor with intent to commit certain sex offenses, punishable by imprisonment for attempted offense term, with additional 5-year consecutive sentence for repeat violations

Allows persons convicted on or before January 1, 2015 of sodomy, oral copulation, or sexual penetration under specified age conditions to seek discretionary relief from registration requirements

Makes sodomy, oral copulation, and sexual penetration offenses under specified age conditions subject to discretionary imposition of registration requirement rather than mandatory registration

Eliminates from mandatory registration list the offense of contacting or communicating with a minor to commit certain sex acts, instead addressing this conduct under new Section 288.6
