Requires the Department of Motor Vehicles to include at least one question on driver's license exams about the dangers of handheld cellular phone use and text messaging while driving, effective July 1, 2015.

Implements point assessments for violations of existing prohibitions on handheld wireless telephone use and text messaging while driving, effective July 1, 2015.

Repeals the previous exemption that prevented violation points from being assessed for handheld device violations under Vehicle Code Sections 23123, 23123.5, and 23124.
