Requires the Department of General Services to complete a long-range planning study of state-controlled and owned office buildings in Sacramento County and West Sacramento by July 1, 2015, including the State Board of Equalization headquarters.

Study must evaluate overall facility needs, individual building conditions and age, infrastructure viability, major repair and renovation costs, and develop a 25-year sequencing plan for renovation or replacement of state office buildings.

Appropriates $2.5 million to the Department of General Services to fund the planning study as part of the 2014 Budget Act.

Directs the Director of General Services to issue one or more requests for proposals for planning, design, construction, and acquisition of facilities recommended by the Legislature based on the study, beginning with the three buildings with the most significant renovation or replacement needs.
