Requires county welfare departments, county probation departments, or the State Department of Social Services to inquire with all three major credit reporting agencies annually to determine if a child in foster care has consumer credit history starting at age 16 and continuing while under juvenile court jurisdiction.

Mandates that if a child is found to have consumer credit history, the responsible county department must request a full consumer credit report from the relevant credit reporting agency.

Requires county social workers or probation officers to provide assistance to foster children and nonminor dependents in interpreting credit reports and resolving inaccuracies, including referrals to governmental or nonprofit consumer credit agencies.

Permits county welfare departments, county probation departments, and the State Department of Social Services to release necessary information to credit reporting agencies for the purpose of making inquiries or requesting reports.

Requires the State Department of Social Services to report to legislative budget and policy committees by February 1, 2016 on implementation barriers and outcomes related to obtaining credit reports for foster youth.
