Makes it illegal under the California Fair Employment and Housing Act for employers to discriminate against or require presentation of licenses issued under this section, except where federal immigration law requires documentation.

Prohibits government authorities from discriminating against individuals holding these licenses and prevents use of such licenses as basis for investigation, arrest, citation, or detention.

Designates driver's license application documents and social security number information as non-public records exempt from California Public Records Act disclosure, except for specified purposes like child support enforcement.

Establishes that "national origin" discrimination includes discrimination based on possessing this type of driver's license and requires the California Research Bureau to report violations to the Legislature by January 1, 2018.
