Modifies requirements for school districts selling real property purchased or improved with state school facilities funding, specifying that funds must be returned to the State Allocation Board if the property is not sold to a charter school, school district, county office of education, or child care agency.

Exempts state-funded school property from the requirement to first offer outdoor recreation land to local public agencies (cities, park districts, regional authorities, counties) if the property qualifies for state funding recapture provisions.

Allows school districts to offer state-funded properties to other school districts, county offices of education, or child care entities before offering them to local public agencies, provided a charter school has first been offered the opportunity to purchase or lease.

Requires entities receiving offers to purchase or lease school property to notify the school district of their intention in writing within 60 days of receiving the offer.
