Authorizes Orange County to consider equestrian safety as an additional factor when conducting engineering and traffic surveys to set speed limits on public streets within the Orange Park Acres common interest development

Allows the county to establish different prima facie speed limits based on equestrian safety needs in addition to standard traffic survey factors specified in Vehicle Code Section 627

Makes legislative findings that Orange Park Acres has unique circumstances and equestrian trails that necessitate a special statute rather than application of general law

Adds Section 22353.5 to the Vehicle Code, effective upon Governor's approval on August 25, 2014
