Adds Section 8753.6 to the Government Code to provide a continuous annual appropriation from the General Fund to the California Arts Council for grants furthering the arts

Establishes legislative findings that each dollar in state arts support leverages $7 in earned and contributed revenue and generates over $3 in taxes to state and local government

Recognizes California's cultural enterprises provide approximately 500,891 jobs (7.6% of total employment) and nonprofit arts organizations contribute $9 billion to the state economy

Identifies arts investments as tools for community revitalization through economic stimulation, job creation, tourism, property value enhancement, and neighborhood revitalization

Requires a 2/3 vote for passage and includes fiscal committee review due to the General Fund appropriation
