Extends public utility procurement requirements to include LGBT business enterprises alongside women, minority, and disabled veteran-owned businesses, requiring utilities with gross annual revenues exceeding $25 million to implement procurement programs and goals.

Defines LGBT business enterprise as a business at least 51 percent owned by lesbian, gay, bisexual, or transgender persons with management and daily operations controlled by those individuals.

Requires the Public Utilities Commission to adopt the National Gay and Lesbian Chamber of Commerce's LGBT status qualifiers as initial eligibility criteria for LGBT business enterprise certification, with authority to update qualifiers as needed.

Mandates utilities submit annual plans with short- and long-term procurement goals and timetables for women, minority, disabled veteran, and LGBT business enterprises, with reporting beginning in 2016 for LGBT enterprises.

Makes it a crime punishable by up to $5,000 fine and one year county jail or state prison for falsely representing a business as an LGBT business enterprise in procurement contracts.
