Requires persons with valid Child Performer Services Permits to include the permit number on all advertising in print or electronic media, including websites and other advertising mediums.

Establishes that the Labor Commissioner shall set filing fees for permit applications and renewals in amounts sufficient to reimburse program costs, with biennial permit renewals required.

Prohibits any person required to register as a sex offender under Penal Code Sections 290-290.006 from representing or providing services to minor artists, regardless of permit status.

Mandates the Labor Commissioner maintain and publicly post on its website a list of all persons holding valid Child Performer Services Permits.

Creates the Child Performer Services Permit Fund in the State Treasury to hold filing fees, with funds available upon legislative appropriation for program administration and repayment of startup loans.
