Requires the State Department of Public Health to notify cancer patients within 6 months of their diagnosis being reported to the Ken Maddy California Cancer Registry.

Mandates the department inform patients of the registry's purpose, what information is collected, how records are obtained, and that confidential information may be shared with researchers and other entities.

Removes the requirement that cancer reporting facilities and physicians employ mechanisms to inform patients about cancer reporting to the state.

Allows patients to refuse participation in research studies and request that their contact information be withheld from health researchers.

Requires notifications be delivered in a cost-effective manner, including by email, and authorizes the department to adopt implementing regulations.
