Recasts existing rights for persons with developmental disabilities as the "Persons with Developmental Disabilities Bill of Rights" under the Lanterman Developmental Disabilities Services Act

Establishes legislative intent that persons with developmental disabilities have rights including treatment in least restrictive environments, dignity, privacy, humane care, education, medical care, religious freedom, social interaction, recreation, freedom from harm, and freedom from hazardous procedures

Grants persons with developmental disabilities the right to make choices about where and with whom they live, their relationships, how they spend their time, and program planning and implementation

Adds a new right to a prompt investigation of any alleged abuse against persons with developmental disabilities

Reorganizes the Welfare and Institutions Code Division 4.5 with new chapter headings for structural clarity
