Requires cities and counties to be reimbursed for reasonable and necessary costs related to investigation or prosecution of crimes committed by developmental center employees against residents.

Defines reimbursable costs to include law enforcement agency costs, trial or hearing participation costs, investigative training costs, and other reasonably incurred expenses.

Establishes that cities and counties must file reimbursement claims with the state Controller within six months of incurring costs.

Requires local law enforcement agencies to respond within 24 hours of receiving an allegation that a crime has been committed by a developmental center employee against a developmental center resident.

Provides for state reimbursement of local costs if the Commission on State Mandates determines the bill creates state-mandated local program costs.
