Allows cities and counties to accommodate very low and low-income housing needs on mixed-use sites if those sites permit 100% residential use and require residential use to occupy at least 50% of total floor area, rather than restricting such housing to purely residential-zoned sites.

Requires at least 50% of very low and low-income housing need to be accommodated on sites designated solely for residential use, except for the mixed-use exception above.

Classifies San Francisco Bay Area counties with populations under 400,000 as suburban jurisdictions (rather than metropolitan) for housing element purposes through December 31, 2023, and requires these counties to use existing housing trust fund balances for affordable housing development.

Requires jurisdictions classified as suburban under the Bay Area provision to report to legislative committees and the Department of Housing and Community Development on affordable housing progress by December 31, 2019 and December 31, 2023.

Maintains housing density requirements within one-half mile of Sonoma-Marin Area Rail Transit stations based on standards in effect as of June 30, 2014.
