Authorizes eligible nonprofit organizations affiliated with major sports teams (MLB, NHL, NBA, NFL, WNBA, PGA, LPGA, NASCAR, MLS) to conduct raffles with 50% of gross receipts supporting charitable purposes and 50% paid to winners.

Requires winners to be determined by manual draw with unique ticket identifiers; permits electronic devices only for ticket sales, not winner selection.

Mandates eligible organizations register annually with the Department of Justice, pay a $10 annual registration fee, and file reports detailing gross receipts, costs, and charitable uses of raffle proceeds.

Prohibits raffles from operating over the internet, in casinos or racetracks, and limits organizations to one raffle per home game; requires disclosure to ticket purchasers of which nonprofit organization the raffle supports.

Requires the Department of Justice to conduct a study and report by March 31, 2017 on raffle operations and charitable impact; the entire section automatically repeals on December 31, 2017.
