Requires the Public Utilities Commission to issue a final decision on general rate cases for small independent telephone corporations within 390 days of filing.

Allows proposed rate designs to take effect on an interim basis beginning on day 420 if the commission fails to meet the 390-day deadline, subject to accounting adjustment if a final decision is issued by day 540.

Makes interim rates final and permanent (effective day 420) if no final commission decision is issued by day 540, with any subsequent rate changes taking effect prospectively only.

Permits the executive director of the commission and the small independent telephone corporation to mutually waive these requirements at any time.

Applies specified deadlines to rate cases pending on January 1, 2015: January 25, 2016 (390 days), February 24, 2016 (420 days), and June 23, 2016 (540 days).
