Expands the definition of "supportive services" under the In-Home Supportive Services (IHSS) program to include assistance in reading and completing financial and other documents essential for activities of daily living for recipients who are blind, visually impaired, or have another disability that significantly impairs their ability to read.

Requires the Director of Health Care Services to seek federal approvals necessary to ensure Medicaid funds can be used to implement reading assistance services under this expanded definition.

Establishes this expansion as a state-mandated local program, requiring the state to reimburse local agencies for any costs determined by the Commission on State Mandates pursuant to existing statutory reimbursement procedures.

Makes grammatical and clarifying amendments to Section 12300 of the Welfare and Institutions Code, including changes to language regarding family member providers and conditions for service provision.
