Requires the State Water Resources Control Board to post copies of external scientific peer reviews on its website for any proposed rules by the state board or California regional water quality control boards.

Defines "rule" to include regulations and policies adopted under the Porter-Cologne Water Quality Control Act that have the effect of a regulation.

Establishes that external scientific peer reviewers cannot have participated in developing the scientific basis of the rule being reviewed.

Allows the State Water Resources Control Board to accept peer review findings in whole or in part, but requires written explanation in the rulemaking record if disagreeing with any aspect of the review.

Exempts emergency regulations from peer review requirements.
