Requires state agencies to include economic impact assessments in the initial statement of reasons for proposing adoption, amendment, or repeal of regulations.

Mandates economic impact assessments for non-major regulations and major regulations proposed before November 1, 2013; requires standardized regulatory impact analyses for major regulations proposed on or after November 1, 2013.

Expands the Department of Finance's role to prescribe methods for agencies to make determinations and estimates of fiscal or economic impact required by Sections 11346.2, 11346.3, and 11346.5.

Exempts Department of Finance actions to adopt and update instructions for state agencies on preparing economic impact estimates or assessments of proposed regulations from rulemaking provisions of the Administrative Procedure Act.

Incorporates conditional amendments to Section 11346.3 regarding sole proprietorships and small businesses in regulatory impact analyses if both this bill and AB 2723 are enacted with this bill chaptered last.
